Victor Hugo Coffey was born to James Wilson and Louisa T. Norman Coffey on May 30, 1858 in Morgan Co., IN. He died on April 25, 1953 in Astoria, Clatsop Co., OR. He married Anna Mary Brandt, a daughter of Phillip J. and Mary Raisner Brandt on Dec. 18, 1881 in Washington Co., IA. Their children were:

He registered for the WWI draft on Sep. 12, 1918 in Clatsop Co. He described himself as being of medium build and height with brown eyes and dark colored hair. Phillip was then employed by the Warrenton Water Co. in Clatsop Co. He named his mother, Anna M. Coffey of Warrenton as his nearest relative. In 1920 he was enumerated as a divorced man in the household with his parents. He has not yet been found in the 1930 census, or other records that might indicate when and where he died.
